First, edit your header template with Elementor and set the preview mode to Mobile.
Select one of the header template widgets (you can use the Browser to make it easier for you). In this example, we will fix the position of the Nav Menu widget (as in the screenshot below).
Once the widget Nav Menu selected, go to the tab Advanced from the left panel and open the block Layout. Set the width to Inline (self) and position on Absolute.
You can then set offsets for horizontal orientation and vertical orientation. Set the offset until you get a suitable position.

You can try different combinations of horizontal shift and vertical shift until you get a suitable position. It's a little hard work and it takes a little patience to get the proper position.
You can also go to the tab Contents to try to enable/disable the option Full width on the mobile section of the dropdown list.
Once you are done adjusting the position of the Nav Menu widget, you can repeat the above step for the other widgets in the header. If you still don't get the position you want, try setting the width to Custom and try different width values.
